In Iowa, Obama toils while GOP roars, then departs (AP)

DES MOINES, Iowa ? One presidential campaign claims an impressive effort in Iowa this year: eight offices opened, 350,000 phone calls to potential supporters and 1,280 events to recruit and train volunteers.

It's not Mitt Romney or Newt Gingrich or Ron Paul. It's Obama for America, the president's re-election campaign, which badly wants to win this battleground state in November, as it did in 2008.

"The Republicans are here today, gone tomorrow," said Obama volunteer Pat Walters, of Johnston, a suburb of Des Moines. "We've been doing this since 2009."

Next Tuesday's Republican caucus has dominated political conversations. Largely overlooked is that Obama is running unopposed in the Democratic caucus the same night.

It's a dramatically different scene from four years ago, when Obama set his course for the White House by beating John Edwards and Hillary Rodham Clinton after months of intense campaigning in Iowa.

Obama can coast as far as this year's nomination is concerned. But Iowa remains a general election swing state, and no one assumes his 9-point win here over John McCain in 2008 will give him a cushion next November.

Obama's campaign never entirely left Iowa or several other competitive states, where he hopes relentless organizing can overcome a weak economy and his mixed record of fulfilling campaign pledges in the face of strong GOP opposition in Congress. If thousands of volunteers flocked to Obama's 2008 campaign, this time he's having to work a bit harder to recruit and energize them.

"People say, `The mood is different this time, it's not the same,'" said Peggy Whitworth, an Obama volunteer in Cedar Rapids. "Well of course it's not the same. But it's not about mood or feeling. It's about the future of the country."

Whitworth, 69, said she joins other Obama volunteers four hours every Tuesday night, and sometimes on other evenings as well, to telephone potential supporters. Many say they will vote for Obama again, she said, and some volunteer to help the campaign. But some are disappointed or angry that the president fell short on campaign promises such as ending the Bush-era tax cuts for the wealthy, and bringing a greater spirit of bipartisanship to Washington.

"Sometimes they simply want to have someone listen to them," Whitworth said. Most say they will stick with Obama after they've had a chance to vent their frustrations, she said.

Obama lacks some key advantages he enjoyed in 2008. They include a deeply unpopular GOP president who was largely blamed for a faltering economy, and a widespread excitement about Obama's precedent-breaking campaign built on "hope and change."

In exchange, of course, he has the power of the presidency and a well-oiled political organization that has been refining its practices for five years. Obama will raise many millions of dollars, although his eventual Republican opponent may do nearly as well.

Nowhere does Obama have a bigger base to build on than in Iowa, where he campaigned for months in 2007. Romney, Gingrich and other GOP contenders have not made comparable efforts, although they say the economy and other issues will make Obama's task much harder next year.

In activities that rarely compete with the hoopla of the GOP nominating contest, Obama's campaign has placed a handful of paid staffers in each of several key states. They try to leverage their clout by recruiting and training scores of volunteers. The volunteers, in turn, knock on doors, organize house parties and, above all, place phone calls to voters in hopes of identifying likely Obama supporters and tracking them through Election Day.

In a tortoise-versus-hare strategy, Obama supporters hope their steady chugging will build support precinct by precinct, town by town, while Republicans spend resources chasing the nomination for a few more weeks or months. The Republican candidates and their broadcast ads are flooding Iowa this week, but they will abruptly shift to New Hampshire on Jan. 4, the day after the caucuses.

Walters, a 60-year-old insurance executive, said he is a "neighborhood team leader" who helps organize house parties, phone banks and other activities. His chief recruiting tools, he said, involve reminding Iowans of Obama's accomplishments that include expanding medical benefits in the hard-won 2010 overhaul of the nation's health care system.

Walters said he hopes the week-by-week, month-by-month effort will build a strong ground operation to turn out Obama's voters next November. The Republican nominee will have to play catch up, he said.

Obama's ground game "is already in place," Walters said. "It's just a matter of growing it."

Iowa Democratic Chairwoman Chair Sue Dvorsky underscored the methodical nature of the efforts in a conference call with reporters Wednesday.

Since April, she said, "this has been a systematic grassroots effort. The same exact way we did it last time. It isn't very glamorous. It's not a very secret plan. It is voter to voter, one-to-one, then a street, then a precinct, then a county."

Dvorsky said Obama will beam "a live address to Iowa Democrats in every caucus site next Tuesday night.

Military hearing resumes in Manning leak case (AP)

FORT MEADE, Md. ? The young Army intelligence specialist accused of passing government secrets spent his 24th birthday in court Saturday listening to lawyers and witnesses discuss whether his sexual orientation plays any role in the case against him.

Prosecutors began presenting their case that Army Pfc. Bradley Manning was the source of the WikiLeaks website's collection of U.S. military and diplomatic secrets. The government's first two witnesses were Army criminal investigators.

Manning's defense team asked both witnesses whether they found evidence of homosexuality or references to gender-identity disorder among Manning's belongings. One investigator testified she knew Manning was gay before she arrived in Baghdad to collect evidence. Manning had been stationed in the Iraqi capital.

Manning allegedly acknowledged he was gay in the online chat logs, called authentic by the military, at the heart of the case.

The defense wants to show that his struggles as a gay soldier in the era of "don't ask-don't' tell" contributed to mental and emotional problems that should have barred him from having access to sensitive material.

The military is conducting a hearing to determine whether prosecutors have enough evidence to bring Manning to trial. Manning's lawyers tried to oust Lt. Col. Paul Almanza as the presiding officer because of alleged bias, but an Army appeals court rejected their request late Friday.

Separately, lawyers for WikiLeaks and founder Julian Assange are asking the military's highest appeals court to guarantee them two seats in the courtroom at Fort Meade.

Manning is accused of leaking hundreds of thousands of sensitive items including Iraq and Afghanistan war logs, State Department cables and a classified military video of a 2007 American helicopter attack in Iraq that killed 11 men, including a Reuters news photographer and his driver.

The Obama administration says the released information has threatened valuable military and diplomatic sources and strained America's relations with other governments.

Friday was Manning's first appearance in public after 19 months in detention. He appeared slight but serious in his Army camouflage fatigues and dark-rimmed glasses, taking notes during the proceedings and answering straightforwardly when called upon by Almanza.

Manning, a native of Crescent, Okla., is relying on a defense that will argue much of the classified information posed no risk.

In addition to claims of partiality, his lawyer, David Coombs, argued that Almanza wrongly denied the defense's request to call as witnesses the officials who marked as secret the material WikiLeaks later published. Instead, the officer accepted unsworn statements from those people, Coombs said.

Friday's tangling, however, centered primarily on Almanza's Justice Department job. "I don't believe I'm biased," Almanza said, explaining that his government work concerns child exploitation and obscenity. He said he hasn't talked about WikiLeaks or Manning with anyone in the department or FBI.

The Justice Department has a separate criminal investigation into Assange. A U.S. grand jury is weighing whether to indict Assange on espionage charges, even as he is in Britain fighting a Swedish request that he be extradited because of rape allegations.

Manning's hearing at this Army post outside Washington is open to the public, with limited seating. WikiLeaks' lawyers on Saturday asked the United States Court of Appeals for the Armed Services to set aside two seats in the Fort Meade courtroom, one for the attorney representing the Wikileaks organization and the other for Assange's Australian attorney.

Inside the courtroom, no civilian recording equipment is allowed. Instead of a judge, a presiding officer delivers a recommendation as to whether prosecutors have enough evidence to bring a suspect to trial. A military commander then makes the final decision.

The case has spawned an international support network of people who believe the U.S. government has gone too far in seeking to punish Manning.

In London, several dozen protesters from gay organizations, the Occupy London protest camp and other groups rallied outside the U.S. Embassy Saturday calling for Manning's release. Some held placards declaring "Free Bradley Manning" and "Happy Birthday Bradley."

More than 100 people gathered outside Fort Meade for a march in support of Manning.

Todd Anderson, 64, said drove from New York City to take part.

"I think this man showed a great deal of courage, the kind of thing I wouldn't have the courage to do, and I really consider him to be a hero," Anderson said.

Juline Jordan, 46, said she flew in from Detroit just for the day.

"I support what he did because he exposed some horrific war crimes and horrific things done at the hands of the United States government and the Department of Defense, and he's a hero for that," Jordan said.

Cox Communications to sell spectrum to Verizon Wireless for $315m

Cox Communications Inc. said it will sell its advanced wireless services spectrum licenses to Verizon Wireless for $315 million as the two companies also agreed to sell each other's residential and commercial products.

Cox said it will sell its 20 MHz spectrum licenses and noted the deal doesn't include its 700 MHz band, Cox Wireless customer accounts or other assets.

As part of its pact with Verizon Wireless, Cox may have the option over time to sell Verizon Wireless' services on a wholesale basis. The company also expects to enter into arrangements with the innovation technology joint venture formed by Verizon Wireless, Comcast Corp., Time Warner Cable Inc. and Bright House Networks LLC to better integrate wireline and wireless products and services.

Cox President Pat Esser said the agreements provide Cox customers with key enablers to mobility, such as access to Verizon Wireless' fourth-generation LTE network and wireless devices.

Cox, a privately held broadband communications and entertainment company, said last month it would no longer sell its Cox Wireless service but would continue to provide service to its wireless customers through March 2012.

Verizon Wireless is a joint venture between Verizon Communications Inc. and Vodafone Group PLC. Earlier this month, Leap Wireless International Inc. agreed to acquire a swath of wireless spectrum around Chicago from Verizon Wireless for $204 million while also selling Verizon excess spectrum elsewhere for $188 million.

(AP) ? "Batman" star Christian Bale, in the midst of promoting a film he made in China that some critics have called propaganda, was stopped trying to visit a blind activist living under house arrest ? with a CNN crew in tow.

CNN posted footage of a scuffle between Bale and the activist's guards on its website Friday.

The run-in and publicity is likely to cause discomfort in China's government-backed film industry, which hopes Bale's movie "The Flowers of War" will be a creative success at home and abroad. It also raises questions about whether it was prudent to bring the star to see an activist guarded by thugs who have turned away dozens of reporters and fellow activists trying to see him in the past.

Bale was due to leave China on Friday and his representatives could not immediately be reached for comment. A CNN spokesman did not immediately respond to questions about the story, but said a statement would be forthcoming.

Bale, who won a best supporting actor Oscar for last year's "The Fighter," traveled Thursday with a crew from CNN to the village in eastern China where blind lawyer Chen Guangcheng lives with his family in complete isolation.

They were stopped at the entrance to Dongshigu village in Shandong province by unidentified men.

The footage shows Bale asking to see Chen, with a CNN producer providing interpretation, but being ordered by one of the guards to leave. He then asked why he was unable to pass through. The guards responded by trying to grab or punch a small video camera Bale was carrying.

"What I really wanted to do was to meet the man, shake his hand and say what an inspiration he is," Bale was quoted as saying by CNN.

Journalists and scores of Chinese human rights activists have sought to visit Chen in the past, all unsuccessfully. Chen's case has also been raised publicly by U.S. congressmen and diplomats, including Secretary of State Hillary Rodham Clinton, all to no response from China.

CNN said Bale first learned of Chen from news reports when he was in China filming "The Flowers of War," China's official submission for best foreign language film Oscar. It said he "reached out to CNN and invited us to join him on his journey to visit Chen."

New York ? Congress reached an 11th-hour deal to keep federal agencies running. But the horse-trading isn't over

Just 27 hours before a deadline that could have shut down the federal government at midnight Friday, Democrats and Republicans reached an agreement on a $1 trillion spending bill that will keep the lights on through the end of the fiscal year in September, 2012. They still have to work out the particulars of another sticking point ? a separate measure extending a temporary payroll tax cut and jobless benefits. So what did both parties gain, and give up, to break the impasse? Here, a brief guide:

So, the parties settled their differences?
Not exactly. They still have to work out how to pay for the $120 billion payroll tax cut extension for 160 million workers, to keep it from expiring on Dec. 31. But they got close enough that the White House and Senate Democrats figured it was safe to detach the payroll-tax issue from the spending bill, which they were delaying in an attempt to force the GOP to negotiate. Now Congress can approve the spending bill, and focus on settling lingering differences over the payroll tax.

?

Who caved?
Both sides gave up a little on the spending measure. "The final bill strips out a Republican amendment to the Treasury budget to reinstate Bush-era restrictions on travel to Cuba" ? something President Obama opposed, says David Rogers at Politico. But it also includes some GOP provisions that are hard for Democrats to swallow, such as one blocking new, greener standards for light bulbs.

Will extending the payroll tax be easy now?
Both sides say a deal is near, although anything can happen. Democrats have reportedly dropped their insistence on offsetting the cost with a surtax on people making more than $1 million a year, which was a dealbreaker for the GOP. But Republicans haven't budged on one provision Democrats have described as a poison pill ? a controversial proposal to expedite the review of the Keystone XL oil pipeline.

What happens if they can't agree?
Both sides want to extend the payroll tax holiday. If they let it expire, the portion of Americans' paychecks withheld for Social Security and Medicare will rise 2 percent ? from 4.2 percent to 6.2 percent. In such a scenario, someone making $50,000 would have to pay $1,000 more in payroll taxes. To avoid that, Congress is likely to pass a two-month extension if no long-term agreement is in sight. That way members will be able to head home for the holidays, and put off a final showdown until February.

"It's very disappointing. We honestly could have got through in this group," said Kombouare, whose future is under heavy scrutiny. "But when your qualification comes down to one game and your destiny is no longer in your own hands, then things become difficult."

Lazio, Besiktas, Wisla Krakow and Steaua Bucharest were the other teams to qualify for the knockout phase on Wednesday.

Wisla's progress from Group K was sealed in dramatic circumstances, beating FC Twente 2-1 and then seeing Fulham concede a goal to Odense with 10 seconds remaining in stoppage time to draw 2-2. The English club, finalists in 2010, would have gone through with a win.

The remaining four berths are up for grabs on Thursday, with the draw for the last 32 being made on Friday.

PSG's wealthy Qatari backers, QSI, spent ?82 million ($116 million) on new signings at the start of the season, but the club is now out of both the League Cup and the Europa League.

Kombouare's position has been under the microscope in recent weeks after the club's sporting director Leonardo admitted he had met with former Chelsea manager Carlo Ancelotti.

After Wednesday's game, Leonardo denied suggestions that PSG midfielder Claude Makelele is in line to replace Kombouare in an interim role before a bigger name takes over.

"It's good to talk about this possibility, but we never offered him this position," Leonardo said.

Defender Jon Aurtenetxe gave Bilbao an early lead and David Lopez equalized for the Spanish side after Javier Pastore and Mathieu Bodmer put PSG 2-1 up.

Midfielder Inigo Perez's own goal and substitute striker Guillaume Hoarau's penalty sealed PSG's win, which was ultimately in vain after Salzburg came from two goals down inside the first six minutes to secure second place in the group.

Lazio was the other big name threatened by early elimination from Europe's second-tier club competition on Wednesday but the Italian side avoided the same fate as PSG.

Libor Kozak and Giuseppe Sculli scored the goals as Lazio qualified in second place in Group D with a 2-0 win over pool winner Sporting Lisbon. FC Vaslui could have still denied Lazio a last-32 spot by beating FC Zurich, but the Romanian team lost 2-0 in Switzerland.

Besiktas leapfrogged Stoke to finish top of Group E by rallying to a 3-1 victory over the English club, which had already clinched its place in the knockout phase.

Fulham looked to be cruising through when it went 2-0 ahead by the 31st minute following goals by United States midfielder Clint Dempsey - his third goal in the competition - and Kerim Frei.

However, the English club paid the price for sitting back and protecting its lead, with Hans Henrik Andreasen halving the deficit in the 64th and substitute Djiby Fall grabbing a dramatic equalizer with the final touch of the game.

"It was the last cross of the match, so I'm very, very disappointed," Fulham manager Martin Jol said.

Wisla did its part by ending Twente's unbeaten record in the group, although the Dutch club had already qualified as group winners.

Steaua, the 1986 European champions, pipped Maccabi Haifa to second place behind Schalke in Group J by beating AEK Larnaca 3-1. Maccabi slumped to a 3-0 home loss to Schalke, which had already qualified.

Anderlecht sealed top spot in Group L with a perfect record by winning 5-3 at home to Lokomotiv Moscow, in a match between two teams who had already gone through.

Anderlecht striker Matias Suarez scored for the seventh time in this season's competition, helping the Belgian club reach a total of 18 goals from its six group games.

Average 30-year loan rate ties record: 3.94 pct. (AP)

WASHINGTON ? The average rate on the 30-year fixed mortgage fell back down to 3.94 percent, the record low set earlier in the fall.

Low rates offer a historic opportunity for those who can afford to buy or refinance. Still, few people are able to take advantage of the record-low rates or have already done so.

The rate on the 30-year home loan fell from 3.99 percent the previous week, Freddie Mac said Thursday. The 3.94 percent average is the lowest on records dating to the 1950s.

The average on the 15-year fixed mortgage fell to 3.21 percent from 3.27 percent. That's also a record.

Rates have been below 5 percent for all but two weeks this year. Even so, this year could end up as the worst for home sales in 14 years.

Low mortgage rates have failed to energize sales. Sales of previously occupied homes are just slightly ahead of last year's dismal sales figures ? and those were the worst in 13 years. New-home sales appear headed for their worst year on records dating back half a century.

Mortgage applications have risen slightly in recent weeks but are up from extremely low levels, according to the Mortgage Bankers Association.

High unemployment and scant wage gains have made it harder for many people to qualify for loans. Many Americans don't want to sink money into a home that could lose value over the next three to four years.

The average on the 30-year fixed loan has been below 5 percent for all but two weeks in the past year. And many homeowners who have the necessary credit and home equity to refinance already have.

To calculate average the rates, Freddie Mac surveys lenders across the country Monday through Wednesday of each week.

Some lenders have reported an increase in applications through the Obama administration's refinancing program. That program was broadened in October to allow up to 1 million more homeowners lower their mortgage payments. But the MBA said such government-assisted loans account for just a small portion of refinancings.

The average rates don't include extra fees, known as points, which most borrowers must pay to get the lowest rates. One point equals 1 percent of the loan amount.

The average fee for the 30-year loan rose to 0.8 from 0.7; the average on the 15-year fixed mortgage was unchanged at 0.8.

For the five-year adjustable loan, the average rate fell to 2.86 percent from 2.93 percent. The average on the one-year adjustable loan ticked up to 2.81 percent from 2.8 percent.

The average fee on the five-year loan rose from 0.5 to 0.6. And the fee on the one-year adjustable loan was unchanged at 0.6.
